Hi everyone,

I am facing some serious problem while conducting my survey. I have drawn a sample. My team called all the firms for confirmation. We found almost 50 % non-working phones. Now if I replace my whole sample the problem will still exist, while replacing the non-working phone companies with new randomly selected group of similar nature will induce bias. What should be the best option?
